Digital Literacy

Digital literacy is the ability of individuals to access, evaluate, and effectively utilize digital technologies, tools, and information systems to participate in governance, economic activities, and civil society.

• It serves as a critical prerequisite for the successful last-mile delivery of public services and the optimization of direct benefit transfers.
• It bridges socio-economic disparities across rural-urban and gender lines, enabling equitable access to the digital economy and formal financial systems.
• It builds foundational cyber hygiene among citizens, reducing vulnerability to online financial fraud, identity theft, and digital misinformation.

UPSC frames questions on digital literacy at the intersection of governance, inclusive growth, and administrative efficiency under GS Paper II and GS Paper III. Examinations focus on the shift from mere physical telecom infrastructure to functional capacity building, assessing how digital illiteracy limits e-governance adoption. Candidates are expected to critically analyze structural bottlenecks in national skilling drives and offer policy solutions to ensure technology acts as an equalizer rather than a divider.
