Non-Communicable Diseases

Non-Communicable Diseases (NCDs) are chronic, non-infectious medical conditions—such as cardiovascular diseases, cancers, diabetes, and chronic respiratory disorders—that arise from a combination of genetic, physiological, environmental, and behavioural factors.

Under Social Issues

• They reflect India's ongoing epidemiological transition, where chronic conditions now account for the majority of mortality and out-of-pocket healthcare expenditure.
• Managing NCDs requires shifting the health system focus from episodic curative care to continuous primary healthcare and preventative risk-factor mitigation.
• The rising incidence of NCDs among the working-age demographic threatens national economic productivity and exacerbates household poverty.

UPSC evaluates NCDs through the lens of public health governance, testing candidates on the adequacy of primary health infrastructure and national preventive health frameworks. Questions often prompt an analysis of the double burden of disease facing India, alongside the economic fallout of catastrophic health spending on vulnerable populations. Candidates are expected to discuss structural interventions, including multisectoral policy coordination, lifestyle interventions, and early screening strategies at the grassroots level.
