Pollution control refers to the legislative, regulatory, and administrative framework designed to monitor, prevent, and mitigate the discharge of harmful substances into India's air, water, and terrestrial ecosystems.

Under Environment & Ecology

• It connects environmental governance under GS Paper III with constitutional obligations under Articles 21 and 48A.
• It tests an understanding of the operational and statutory capacities of regulatory entities such as the Central and State Pollution Control Boards.
• It evaluates the transition from traditional command-and-control regulation toward market-based mechanisms, technological monitoring, and cooperative federalism.

UPSC frames questions on pollution control around institutional enforcement bottlenecks, legislative gaps in Acts like the Air and Water Acts, and the friction between industrial growth and ecological protection. Mains questions frequently require candidates to critically evaluate policy outcomes, such as air quality management regimes or river cleaning missions, rather than just reciting scheme components. Candidates are expected to incorporate judicial doctrines, such as the Polluter Pays Principle and Public Trust Doctrine, into administrative reform proposals.
