Social Exclusion

Social exclusion is the multidimensional process through which specific social groups are systematically denied full participation in economic, political, and social life due to structural barriers and discriminatory practices.

Under Social Issues

• It provides the theoretical framework for understanding how structural inequalities like caste, gender, and disability perpetuate poverty beyond mere income deprivation.
• It directly informs the constitutional vision of social justice and protective discrimination enshrined in Articles 15, 16, 17, and 46.
• It serves as an analytical metric to evaluate the gap between formal legal equality and substantive welfare outcomes in state interventions.

UPSC frequently tests this concept in GS Paper I (Society) and GS Paper II (Social Justice) by asking candidates to analyze structural deprivations faced by vulnerable groups. Questions often require linking historical marginalization with contemporary socio-economic outcomes, such as informalization of labor or digital exclusion. Candidates are expected to offer remedies rooted in rights-based legislation, administrative reforms, and constitutional provisions rather than descriptive accounts of poverty.
