Notes

• Special Intensive Revision (SIR) of electoral rolls conducted in Odisha and Sikkim by the Election Commission (EC).
• Odisha draft electoral roll: 3,13,87,034 electors present, down from 3,33,99,591 prior to SIR.
• Reasons for deletion: 8.32 lakh deceased, 10.07 lakh absent/shifted, 1.58 lakh multiple enrollments.
• Verification process: Booth-level lists shared with Booth Level Agents (BLAs) for verification.
• Legal framework: Para 5(b) of SIR guidelines mandates notice and a speaking order by the Electoral Registration Officer (ERO) for any deletion.
• Appeals process: Aggrieved electors can appeal to the District Collector and subsequently the CEO under Section 24 of the Representation of the People Act, 1950.
• Timeline: Claims and objections period (July 5–August 4), notice/hearing phase (July 5–September 2), final roll publication (September 6).
• Enrollment: Eligible citizens (18 years by July 1, 2026) to use Form 6 for inclusion.
• Sikkim SIR: 37,724 names removed from a base of 4,71,018 electors due to death, migration, or being untraceable.
