• The court has tasked the panel with examining the definition of a 'proportionate and measured police response' during public assemblies to balance public order with the right to peaceful dissent.
• The panel will also investigate the use of specific crowd-control measures, such as metallic kinetic projectiles or pellets.
• The scope of the inquiry includes allegations from respondents regarding violence by protesters, damage to public property, and destruction of state and private assets.
• The court clarified that the HPEC’s existence does not prevent police authorities from taking independent administrative or disciplinary action against their own officers.
